Reuters reported units practicing the dispersal of weapons manufacturing sites, the kind of infrastructure a first strike targets before troops ever cross the strait. A defense ministry under Minister Wellington Koo, who took the post in 2024 under President Lai Ching-te, does not stage that rehearsal for an audience that isn't already assuming the factories get hit.

The assumption embedded in that drill matters more than the drill itself. Dispersing arms plants only makes sense if Taipei has stopped planning around deterrence-by-denial at the border and started planning around continuity-of-production after the border is breached. That is a different war plan than the one Taiwan's public messaging has sold for a decade, and it is being rehearsed the same week Beijing sent a rocket on a trajectory crossing Taiwan's airspace and the PLA ran new patrols the island's defense ministry logged as pressure, not routine. If the arms-plant relocation drill becomes an annual fixture rather than a one-off, Taipei has quietly redefined what surviving the opening days of a conflict requires.
