Daines' Beijing Trip Sets PBOC's November Fixing Deadline

Steve Daines returns to Beijing this week to finalize the agenda for a Trump-Xi summit, and the framework being assembled around that agenda is being built on a Taiwan question the Politburo Standing Committee has agreed Xi can negotiate without a domestic loss of face, not on the tariff schedule Premier Li's economic working group actually needs resolved. The PBOC's open-market desk has been signaling since March, through the liquidity tools its foreign currency desk uses and the wire services do not price, that further easing is contingent on the tariff track, or, more precisely, on a tariff resolution the diplomatic track under Daines has not yet produced a document for. Those two calendars, the summit agenda Daines is building this week and the easing decision Li's working group is holding, do not run on the same clock.

The read Beijing offers Washington through the summit framework is Taiwan, which is also the read Taipei is building its Han Kuang defense sequence against this week, extending the exercise map east past the island's mountain spine. The PBOC does not sit at that table, but it has one. Governor Pan's desk has the November fixing as its next hard date, and if Daines' Beijing agenda produces a tariff document before then, the easing signal ships with it, not after.
