So Chu Hai College's finance director got arrested this week. Ray Yip, allegedly HK$41 million short, and it wasn't just him, police also held his wife and the engineering contractor who apparently helped move the money. Three people, one scheme, allegedly running out of the finance office of a private college in Sham Shui Po's own backyard, more or less. A place that exists to teach people how money works.

Here's the bit that gets me. Every college in this city drowns you in paperwork. You want to change a course, you fill in a form. You want to claim HK$200 for a taxi receipt, you fill in three forms and wait a month. But somehow HK$41 million allegedly walked out the door through the finance director's own office, with his wife and a contractor apparently in on the handling. That's not a hole in the system, that's the guy who's supposed to be the system. Next time they tell you the reimbursement is "under review," ask them how the review's going.
