Look, the loudest thing on the regulatory docket this week is a continuation, not a new order. The SFC's Enforcement Division kept worldwide freezing orders against Lo Kai Bong and Major Success Group Limited running as of September 18 (an extension is a court agreeing the money is still worth chasing, not a finding against anyone). HKEX's Listing Division separately disciplined three former directors of AM Group Holdings on September 15. Neither event changes a control requirement for a regulated firm today. The HKMA's own output this week was statistical: stored value facility scheme data and payment card statistics for Q2, published September 18, plus a base rate adjustment and a scam alert on September 17. None of that is supervisory guidance. It's the HKMA publishing numbers, not writing new obligations.

So the read for a Hong Kong CRO this week is mostly "nothing landed on you," which is itself worth logging (Aya Nakamura's filing on Gemini autonomously compromising three companies is the more consequential story, but it's Google's admission, not an HKMA or SFC circular, and none of the instruments on file today, TM-G-1's institution-wide technology risk framework included, were written with an autonomous-agent attacker in mind). If a licensed corporation runs agentic AI tooling internally, the SFC's GenAI circular from November 2024 already requires senior management responsibility and model risk management sign-off, but that circular predates the Gemini disclosure by ten months and was not amended this week. Nobody at the SFC's Intermediaries Division or the HKMA's Banking Policy Department issued anything new in response.

The next dated event that actually binds a regulated firm is not on this week's list: track the SFC and HKEX's respective enforcement calendars for whether Lo Kai Bong's freezing order converts to a substantive judgment, and watch whether any Hong Kong regulator issues guidance referencing autonomous AI agents before year-end. Until one does, the obligation runs through the November 2024 GenAI circular and nothing newer.
