So there's been another fatal dog attack, and now AFCD is out doing "threat checks" on feral dogs around the city, rounding up strays near where it happened. Good, do that. A person died because of a system failure that has been known about for some time: the chip scanned on every dog in Hong Kong just repeats whatever the owner typed in at registration, and nobody checks the breed against the dog.
That's the same gap that let a suspected fighting breed get logged as a mongrel before it killed someone. Catching strays after the fact is triage. The actual fix is boring paperwork: verify what's on the chip before the attack, not after. Until AFCD does that, this week's stray roundups address the symptom, not the registration gap that let it happen.
