The SFC put out three circulars on 30 September, numbered 26EC59, 26EC60 and 26EC61. The second and third dealt with client consent and the implementation roadmap for the Investor Identification Regime in exchange-traded derivatives, and they took the attention. The first is the one with a cross-border structure in it.
Circular 26EC59 sets out the Single Submission Arrangement with the Securities Commission Malaysia. An issuer that wants to list in Hong Kong and Malaysia at the same time makes one submission for both markets, where before it prepared two. Dual filing of listing applications sits with the SFC's Corporate Finance Division, so that is the desk whose process just got shorter. The Listing Division belongs to HKEX and keeps its own Listing Rules.
Look, the saving is real (one document set, one set of questions, one timetable), and the saving is also the catch. A single submission means a disclosure error is visible to two regulators at once, and the same text has to hold up under both rulebooks. Nobody now gets to fix one version quietly while the other regulator reads a different draft.
The circulars supplied here give no first-use date and name no issuer. What is on file is the arrangement itself, dated 30 September, and a licensed sponsor or issuer's counsel working on a Malaysian dual listing now has one submission to prepare where it had two.
